Outline of Oregon shaded for high disruption risk
Oregon outline, shaded by our overall risk read: High. Boundary from US Census cartographic files.

Oregon logged 9 federal disaster-related declarations in 2026. Here is how that, the BPA, PGE, PacifiCorp (WECC) grid and national fuel and cyber risk shape the next 6 to 18 months.

Overall read: High. Window: Nov 2026 to Apr 2028. Built Nov 6, 2026 from the national and Oregon Disruption Watch assessments plus OpenFEMA and NWS data pulled the same day.

What's moving

  • Fuel: Washington refineries supply more than 90% of Oregon's refined fuel, received at Portland-area terminals (the CEI Hub), much of it on liquefiable soil. (Oregon Dept. of Energy, Mar 23, 2026)
  • Fuel: West Coast distillate stocks were 10.1M bbl in the week ending Oct 23, 18.9% below a year earlier. (EIA, Oct 28, 2026)
  • Civil unrest: Oct 10: ICE agents used tear gas after about 30 people blocked vehicles in NE Salem. (OPB, Oct 10, 2026)
  • Civil unrest: Nov 2: a federal judge found ICE systematically violated his Feb 4 injunction against warrantless arrests in Oregon and that a Medford-based agent falsified records. (OregonLive, Nov 2, 2026)
  • Cyber: Salem Health confirmed a late-October social-engineering intrusion at Santiam Hospital; it says patient care continues. Anubis ransomware had claimed the attack on its leak site Oct 28. (Salem Health, Seen Nov 2, 2026)
  • Food: ODA's Nov 2 update: no new HPAI premises since Oct 2, no confirmed or suspected cases in Oregon dairy cattle, while Washington herds across the Columbia hit 34. (Oregon Dept. of Agriculture, Nov 2, 2026)
  • Power: Draft Ninth Power Plan finds Northwest shortfall risk concentrated in winter; a strong El Nino raises odds of weak snowpack and lower 2027 hydro. (NW Power and Conservation Council, Aug 12, 2026)
  • Power: Oct 26-29: PGE pole-top fire and downed lines closed Hwy 26 twice in a week, cutting power to about 2,500 customers and disrupting MAX lines. (KPTV, Oct 27, 2026)
  • Weather and hazards: OpenFEMA lists 9 federal declarations for this state in 2026 (1 major disaster, 0 emergency, 8 fire management). Most recent: 5666 (fire management, Wrights Spring Fire, Aug 9, 2026); 5664 (fire management, Hagen Fire, Aug 9, 2026); 5670 (fire management, Fielder Mountain Fire, Aug 14, 2026). (FEMA, pulled Nov 6, 2026)
  • Weather and hazards: Active NWS alerts at build time (Nov 6, 2026, early morning PT): Beach Hazards Statement, Special Weather Statement. (NWS, Nov 6, 2026)
  • Grid and fuel context: Grid: BPA, PGE, PacifiCorp (WECC). Fuel market: EIA West Coast (PADD 5). Nationally, US retail diesel was $6.292/gal on Nov 2 and EIA expects distillate stocks about 11% below the five-year average this quarter. (EIA, Nov 2, 2026)
  • Cyber: National cyber risk is rated High: CISA warned Oct 8 of China-linked actors in US critical infrastructure and Oct 21 of SafePay ransomware (about 600 victims in 2026). No state-specific confirmation is implied unless listed above. (CISA, Oct 8, 2026)

What's claimed

  • Claim: DHS said Salem protesters struck vehicles with bats and rocks. Status: Asserted by DHS; Salem police forwarded findings to Oregon DOJ and DHS. Not independently resolved. (Statesman Journal)
  • Claim: Anubis ransomware claimed a major medical data breach at Santiam Hospital. Status: Partly confirmed: Salem Health confirms unauthorized access but does not call it ransomware or name Anubis. (MedRisk)
  • Claim: White-powder letters were mailed to election officials nationwide. Status: Confirmed by FBI/USPIS public alert; none found hazardous so far. Offices in at least 32 states received them, but this page did not confirm whether this state was one. (FBI IC3)

What's sourced

Dated sources used on this page. Primary sources were preferred; news reports are labeled by outlet.

What we don't know

  • No published MW shortfall for winter 2026-27; no count of seismically ready bridges or CEI Hub tank upgrades.
  • No dated evidence for Oregon grain mills, cereal, produce packing, cold storage, pet food or feed mills; no disruption is claimed.
  • NERC's 2026-27 Winter Reliability Assessment is due Nov 18, 2026, so regional reserve margins for this winter are not yet published here.

What to watch next

  • Any Olympic pipeline or Puget Sound refinery outage notice; weekly EIA West Coast distillate stocks.
  • ODA dairy testing and any Umatilla or Morrow County herd detection.
  • Nov 18, 2026: NERC Winter Reliability Assessment, especially the section covering BPA, PGE, PacifiCorp (WECC).
  • Weekly: EIA West Coast (PADD 5) distillate stocks and retail diesel.
  • Weekly: USDA APHIS bird-flu detections in poultry and dairy herds in this state.
  • Canvass and certification of Nov 3 results into Jan 2027.
  • Late Dec 2026 to Feb 2027: expected respiratory hospitalization peak (CDC).
